It is using your internet connection to make/receive phonecalls.
So for your business, if you have DSL or broad IP provider, and you have phone line thru them, it will use the your IP provider’s data lines for phones, not traditional phone lines.

Any fax machine works with VOIP. You can even use a free fax via email from jfax or efax. I have VOIP using Skype and Meritcall at meritcall.com and I have a fax machine that I use to fax people with and I use Meritcall. But to receive, I use my jfax free version and I print them myself.
It’s hard to use Skype with fax machine because you have to get a Port Converter for Skype. Which means you have to buy a hardware that will enable your usb to phone line. Which cost about $ 30. Search for USB Skype in Google or Yahoo.
I bought my fax machine in ’89, and it’s still being used, then migrated to VOIP 4 years ago, and it still works.
